Law and Order: The Anonymous Text Tip-Off

The following article came out of an interview conducted with Max Doleh -

Law enforcement organisations and Crime Stopper programs are turning to technology which enables text tip-off from the public to facilitate a police response.

In September 2007 Master Sergeant Charles Phillips of the Oklahoma City Police Department published an item on the Oklahoma City Crime Stoppers web site (http://www.okccrimetips.com/ ) calling for increased resources to bring this technology to OKC. In November 2007 it was announced that Crime Stoppers of Oklahoma City have engaged technology company ProductiveT to develop an SMS system that is radically different to others in use in the country. Max Doleh, ProductiveT president and CEO answers questions –

1. What makes the Oklahoma City system so different?

The ProductiveT technology differs greatly from other offerings. The police department have their own dedicated number for receiving the messages and unlike most systems there is no need for the sender to enter any special codes. Just send the text and that’s it. The system also affords complete anonymity to the tipster, the police department never see the sender’s number, there is no third party agency involved and there is no extra per message charge other than the standard monthly plan payment to the wireless provider. With flat rate plans for unlimited messaging, this is a very cost effective solution.
From the administrative point of view the system can run behind a firewall or on a secured web interface. This makes the system very much more secure than other offerings, plus it can be operated on a single PC or shared across local area or wide area network.
The complete package is more flexible than anything that has been seen to date, it is also a good deal more affordable than the alternatives that are available or under development.

2. Why is it important for the sender of the text message to remain anonymous?

The main reason is safety. Many individuals who have knowledge of illegal activity never report it because they fear reprisal. With this system the sender is untraceable.

3. Does the system allow the police department to reply to the tipster?

Certainly. The system ensures that the sender or tipster remains anonymous throughout any and all exchanges.


4. Crime control is obviously an important national issue and securing the development of technology in this area carries a great deal of kudos, but is there a wider market for the application?

ProductiveT is very happy to be involved with the Oklahoma City Crime Stoppers program. In fact the company have committed to bear a portion of the development costs.
We also see the technology as having extensive possibilities in areas outside of law and order. Educational and corporate deployment, are just two. A major launch to encourage the use of the system has already been deployed at http://www.myspace.com/okccrimetips. This is aimed primarily at the schools in Metro Oklahoma City and is intended to combat school violence.

The possibilities exist in any situation where the safe and anonymous reporting of concerns by individuals can return benefits.
